These novels emphasize themes of organizational growth, strategic leadership, and the cultivation of loyal followers, I have read all of these at different level of completion plus it been a bit so you would have to decide if they are a good fit for you. The novel themselves I have read but the short description come from Google as some I have not read in a bit I just felt they might match this Nov in terms of organization building. There are some more novel I can think of that fit the mc personality but does not necessarily focus around an organization building

It is the fictional countries that make this a good read. Often, when it comes to real countries, it is easy to start associating some of the plot with reality, and some sentences in context can start to seem like patriotism or propaganda (there is a big difference between plot patriotism and when patriotism comes from the author's real world).

If instead of Federation the country name was USA, it would be easy to think that the author is deliberately humiliating and presenting the country as full of corruption, immorality, dirt and cruelty, and that there is nothing bright or good there.
